You should definitely install bulkheads at critical junction points in your base. They help keep sections isolated if a breach happens.
Honestly, just slap a bulkhead anywhere you think water might want to make an unwelcome appearance. Better safe than sorry!
Anywhere close to where you have high-pressure points, like near deep-sea modules, will benefit from a bulkhead.
