Treasury Notes in Fallout 76? Those are your golden ticket to the good stuff! Take them over to the Gold Bullion machines found in The Crater or Foundation. You can exchange them for Gold Bullion, which you then use to snag some of the best gear from the vendors. Make sure you've completed the 'Wastelanders' storyline though, or those machines won't do much for you.

Treasury Notes are pretty much useless until you finish the 'Wastelanders' questline. After that, they're like gold... literally. Use 'em to get Gold Bullion!
