Lol, looking to stir up some trouble, huh? The military base in GTA V is Fort Zancudo, located to the west of the map, between the bay and the mountains. Just look for a huge fenced area that's pretty hard to miss. Be warned though, enter and you'll get an instant 4-star wanted level. Happy chaos!

Honestly, just skip the military base. The moment you step in, it's chaos, and not always the fun kind. But if you must, it's Fort Zancudo, on the west. Good luck, you're gonna need it!
