GTA V, no contest. It's got everything from heists to, well, let's just say 'adult' entertainment clubs. Plus, the language and actions of Trevor alone are enough to make it the top contender for being the most inappropriate.
GTA V for sure. It's like they took everything from the previous games and cranked it up to 11 in terms of inappropriateness.
