Honestly, 'weakest' can mean a lot of things in the Pokemon TCG, but if we're talking pure damage output and survivability, you're probably looking at Magikarp. Yes, the fish. With its iconic Splash attack that historically does a grand total of zero damage, it’s pretty much the poster child for struggle city in the early game. But don't underestimate the power of evolution! That weak Magikarp can turn into a mighty Gyarados.

Energy cards. Can't attack, can't defend, but you can't play without them. Technically the weakest if you're looking for something that does anything by itself.

Gotta say, not all cards are about the brute force, some like Magikarp are more about the long game. But if you want to go by who's getting KO'd first, it's probably your beloved splashy fish.
