Life Pod 5, where you start the game, is always on the surface. Most other life pods you'll find will be submerged, though some might be near the surface first before they drift down.

In my experience, Life Pod 6 and Life Pod 3 often stay near the surface, but they might not always be there. It can vary a bit.
