The one with the highest attack I know is Mega Mewtwo EX from the XY series, with its 'Psycho Infinity' attack that can dish out a whopping 200 damage, plus 30 more for each energy attached to all of your opponent's Pokemon. It's not just about the base damage, but the potential to go even higher depending on the game situation!

Mega Rayquaza EX is the real MVP here. 'Emerald Break' does 30 damage times the number of your benched Pokemon. With the right setup, you're looking at 240 damage, easy. Strategy > brute force, folks.
