If you're looking to play competitively, check out the sets that are currently legal in tournament play. These sets will have the cards that are shaping the current meta, and you'll learn a lot by starting there.
Gotta disagree with focusing only on the newest sets. Some of the older sets have incredible artwork and can be a lot more rewarding to collect. Sure, they might not be as useful in the current competitive scene, but if you're in it for the love of Pokemon, don't overlook the classics.
If you're just starting out, I'd recommend the latest set because it'll have the most current cards and you're likely to find others to trade with who are also collecting the newest set. Plus, the newest sets usually feature the latest Pokemon from the games, which is always fun to collect!
