Go for Total War: Warhammer III. It has the most recent updates, features, and combines the previous games' content into a mega campaign if you own them. Jump right into the chaos!
Start with Total War: Warhammer II. It's got an epic campaign and introduces the Vortex storyline, plus you can still play the original game's factions if you get the first game later.
Total War: Warhammer II is the best starting point. More polished, more races, and the Mortal Empires campaign if you get Warhammer I too.
