Base game, no question. Dive into the post-nuclear world and see if it's your cup of tea before spending more on expansions. It's a huge world out there in West Virginia, and there's plenty to do without needing the extra content immediately.
Just get the latest expansion pack, 'Atlantic City - America's Playground.' It adds so much content and really enhances the game. If you're gonna spend the money, why not go for the best experience?
I'd say skip straight to the expansions. The base game is cool and all, but the new areas and quests add so much more to the experience. More bang for your buck!
