Cliff can be a tough cookie, but a good lineup of strong counters will do the trick! Start with a Machamp with Counter and Dynamic Punch for his lead Pokémon, usually a Tyranitar. Then, have a Swampert with Mud Shot and Hydro Cannon to tackle whatever water or rock types he might throw next. Lastly, a Zapdos with Thunder Shock and Thunderbolt should clean up nicely!

From my experience, beating Cliff means knowing his line-up and countering effectively. I usually go with Lucario, Kyogre, and Charizard. Lucario deals with Tyranitar, Kyogre tackles Electivire, and Charizard roasts the final Pokémon. Done and dusted!
