The Grand Theft Auto (GTA) games were initially created by a company called DMA Design, which is known today as Rockstar North, a subsidiary of Rockstar Games. So technically, DMA Design created it, and Rockstar Games took it to the level of fame it enjoys now.

Rockstar Games, baby! They're the masterminds who've been delivering us the chaotic, crime-filled, yet absolutely thrilling world of Grand Theft Auto for years. Sure, the original thought seed was planted by DMA Design, but Rockstar is the one who watered it, gave it sunlight, and made it grow into the giant series we can't get enough of today.
