So, in the original arcade version of Street Fighter II, most of the voice work was done by Japanese actors. Notably, the late Kenji Haga lent his vocal talents to Ryu and Ken, while Tomomichi Nishimura gave M. Bison and Guile their iconic voices.
Honestly, it was a bunch of Japanese voice actors. They nailed it despite not being so famous!
I once met a guy who claimed he did some background voices for Street Fighter II. Of course, take that with a pinch of salt!
