Actually, it's whoever has the coolest coin gets to flip. Kidding! It's typically the player who's executing the action that requires a coin flip. So if you're attacking and your move says 'flip a coin', you're up!

Honestly, it doesn't really matter who flips the coin as long as there's agreement between the players. But technically, the player whose turn it is usually does the flipping when actions require it.
