The Dwarfs' Runelords and Runelord on Anvil of Doom have some of the highest armor in the game at 120! They’re basically walking tanks.

Don't forget about Malekith on his dragon Seraphon. He's got 95 armor and with his other defenses, he's super hard to take down!
The Black Orcs also have impressively high armor at 110, making them tough to crack on the battlefield.
Highest armor? Dwarf Lords, no question. Those guys are mini fortresses!
Some of the Dwarf Lords can have the highest armor, but remember: a great defense isn't everything in Total War!
