Brian Johnson is CJ's (Carl Johnson's) younger brother in GTA San Andreas. He's not a character you see in the game because he was already deceased when the story starts. The game hints that his death is one of the reasons CJ returns to Los Santos.
Brian? Never met him, he was dead from the get-go. Makes you wonder how things would've been different if he was around.
He's basically a plot device, not someone you meet. Brian died before the events of GTA San Andreas, setting off a chain of events leading CJ back to the Grove Street life. Think of him as the catalyst for the whole storyline.
