Whis and Beerus are way stronger than Goku. They鈥檝e been his mentors and constantly show they're on a whole different level.
Honestly, it's hard to say! Goku keeps breaking his own limits. But right now, maybe just Jiren and the divine characters like Whis and Beerus.
Jiren is definitely stronger than Goku for most of Dragon Ball Super. Just look at their fight in the Tournament of Power!
