If we're talking Dragon Ball Z specifically, then Gohan in his Super Saiyan 2 form during the Cell Games is a top contender.
Vegeta might not like to hear it, but Goku usually stands on top when it comes to raw strength and potential.
As someone who's watched DBZ for years, I'd say it's a close call between Goku and Vegeta, but Goku's Ultra Instinct edges it out.
