Frank Tenpenny, hands down. This guy is the definition of a bad cop鈥攃orrupt, manipulative, and outright villainous.

Honestly, can we talk about how Officer Tenpenny is more than just an antagonist? He's a symbol of the corruption and abuse of power in the criminal justice system. GTA did a great job showing that sometimes, the real bad guys are the ones with badges.
