Honestly, the Evangelist is overrated. Sho Kusakabe, Shinra's own brother, creates more emotional conflict and drama.

From my experience watching the series, the Evangelist is the mastermind, but Sho Kusakabe and the White-Clad give the heroes plenty of trouble too.
