The main villain in Tokyo Ghoul is usually considered to be Kishou Arima. He's the legendary CCG (Commission of Counter Ghoul) investigator, also known as the 'White Reaper.'

Hot take: The real villain is Kaneki's inner struggle. His conflicting identities and moral dilemmas drive much of the series.

It's gotta be Furuta Nimura! He pops up later in the series and really shakes things up with his twisted plans and schemes.

From my experience, the strongest antagonist in Tokyo Ghoul is definitely Kishou Arima. His battles with Kaneki are some of the most intense moments in the series!
