I'd say it's Endeavor. Sure, he's trying to change, but his past actions make him hard to forgive.

Mineta Minoru wins the trophy for the most hated character. His pervy antics really rub a lot of fans the wrong way.
Toga gets my vote. Her psychotic behavior and obsession with blood are too much for some fans.
Easily Mineta. He's annoying and adds nothing but cringe to the story.
