Honestly, picking the most powerful shinobi is a tough call, but Kaguya Otsutsuki was a literal god-like being. She almost ended the world until Naruto and Sasuke teamed up to stop her.
It'd be hard to argue against Naruto Uzumaki by the end of the series. He's got the Nine-Tails chakra, Sage Mode, and the power of all the tailed beasts. Basically, he鈥檚 a one-man army!
Madara Uchiha, hands down! The guy took on entire armies and still had time to snack on the God Tree's fruit. If he hadn't been betrayed, the world would've been his playground.
