Whis is definitely the most powerful, but Goku Ultra Instinct is no joke either. He's taken on Jiren and even matched against Beerus.
Hot take: It's Zeno. He can erase universes with a thought. No contest there.
From my own watch-through, I'd say Jiren deserves a mention. His power level is insane, even without the godly titles.
