I gotta say, Jigen is a total beast. He's the leader of Kara, and his power levels are absolutely insane. Plus, he's got some crazy abilities that make him a nightmare for any ninja!
Sasuke Uchiha, without a doubt! His Sharingan and Rinnegan make him a force to be reckoned with. He's basically the ninja equivalent of a one-man army.
Hands down, it's Jigen. He owns everyone.
From personal experience as a dedicated watcher of all things Boruto, I have to give it to Naruto. Even though he's older, he still shows why he's the Seventh Hokage.
