Honestly, it's Gohan. Not many will argue against Teen Gohan wrecking Perfect Cell.
I'd say Gohan takes the crown. He surpasses all expectations with his transformation into Super Saiyan 2 during the Cell Games. Who can forget him obliterating Cell?
I think it's a tie between Goku and Gohan, but in terms of pure power during certain battles, Goku's Super Saiyan 3 form edges it out.
