Cell, especially during the Cell Games. He had the combined powers of all the Z Warriors and even went toe-to-toe with Super Saiyan 2 Gohan!
Majin Buu, specifically Kid Buu! This dude had the power to destroy entire planets on a whim and even gave Goku and Vegeta a run for their money.
