Hunter x Hunter's got a whole rogues' gallery, but if I had to pick the top baddie, I'd say it's Meruem, the Chimera Ant King. He’s complex, brutal, and has a crazy character arc.

Honestly, it depends on the arc. You’ve got Hisoka, the creepy magician, and Chrollo Lucilfer, the Phantom Troupe leader, who are both pretty nasty.
