If you ask me, it's between Mr. Satan (Hercule) and Monaka. Both are pretty weak compared to the Z Fighters, but at least Monaka doesn't pretend to be a fighter.

Yamcha, hands down. He was already kind of a joke in Dragon Ball Z and hasn't done much to prove himself in Super.
