It's Kokushibo. The guy’s a real beast with a tragic backstory. If you haven't read up on him yet, you're in for a treat!
From what I've seen, Upper Moon 1 is Kokushibo. As a former human and brother to Yoriichi, he’s one of the most complex characters in the series. Loved every chapter with him!
