Hardcore Luffy fan here! From what I've seen, Boa Hancock is the only one with a romantic kind of love for Luffy. The others, like his crew, they love him, but it's more of a deep friendship and respect. Makes sense since Luffy's all about freedom and adventure, not romance.

Oh, where do we start? Boa Hancock is head over heels for Luffy, no question there. She sees him as her soulmate basically. Then you've got Nami, who shows a ton of care for him, though more in a 'crew is family' way. And don't forget the whole fandom; Luffy's easily one of the most beloved characters out there!
