Actually, it was Rockstar North, a part of Rockstar Games, that led the development of GTA 5. They're based in Edinburgh, Scotland, and have been the brains behind the series since the very beginning. So, while Rockstar Games published it, Rockstar North deserves the shoutout for making it.
