Technically, Akira Toriyama created Dragon Ball, so you could say he's the mastermind behind it all! But the rights? Mostly Toei Animation and Shueisha.
Funimation has the distribution rights for Dragon Ball Z in North America, so they’re your go-to for English dubs and DVDs.
In a nutshell, Toei Animation and Shueisha split the rights. Toei for the anime, Shueisha for the manga. Simple as that!
