Just toss in anyone who complains about the living conditions. A trip to the wasteland will make them appreciate what they have back in the vault.
Definitely send out Dwellers with high Endurance and Luck stats! Endurance helps them survive longer out in the wasteland, and Luck can mean better loot. Don't forget to equip them with some good gear and weapons for extra protection and firepower. And always, always make sure they have enough Stimpaks and RadAway to last the trip.
Honestly, just send anyone you got too many of. My vault's got like 50 people and I can鈥檛 keep track of them all. Some come back with cool stuff, others don鈥檛 come back at all. Survival of the fittest, right?
