Shinnok's got to be one of the hardest. His Bone Shaper variation is ridiculously OP once you master it.

I'd say Kotal Kahn, especially with his Sun God variation. He's slow but hits like a truck. Timing is key!
Honestly, the hardest character is the one you're worst at. Practice makes perfect, right?
Definitely Mileena. Her combos are tricky to pull off, and she requires some serious skill to dominate with.
Shao Kahn is a pain to fight against. His moves are punishing, and he doesn't give you much breathing room.
