It was Young Maylay who did CJ's voice in GTA San Andreas. His real name's Chris Bellard, btw.

Actually, I heard it was some famous rapper at first but nope, it's Young Maylay aka Chris Bellard. Surprisingly solid job for someone not primarily known as a voice actor!
