I'm pretty sure it was that team who built the insane loop-the-loop track that basically defied gravity. Their engineering was next level and totally captured the Hot Wheels spirit of wild, imaginative play.

Actually, it's hard to say definitively since Hot Wheels hosts various Ultimate Challenge events globally, and they don't all get the same media attention. But, the winners usually have crazy innovative tracks or cars that look like they leapt out of a kid's dream.
