Honestly, does it really matter? Focus on those who do follow you.
I tried using the IG app 'Followers Insight' and it worked great for finding out who wasn't following me back.
You can use apps like Followers & Unfollowers or FollowMeter to track who isn't following you back. Just be careful with permissions!
