To get mysterious components, you need to battle and defeat Team GO Rocket Grunts. Have you been doing that?

Remember, only Team Rocket Grunts drop mysterious components. You're not gonna find them from spinning PokéStops or catching wild Pokémon.

Check if you have a full set of six Mysterious Components already. You can't hold more than that until you assemble Rocket Radar.
