You might have Do Not Disturb mode on! Happens to me all the time. Give it a check.
Are you sure you didn't mute notifications in the app? Go to settings in Instagram and see if notifications are turned off there.
A recent update might have messed with your notification settings. Try reinstalling the app!
Honestly, sometimes Instagram notifications just go on vacation. Try logging out and back in!
