Caps Lock, my friend. You might've hit it without noticing. It toggles walk/run in the game. Hit it again and see if that fixes your pace.

Overencumbered for sure. Happened to me lots of times until I realized I was a walking junkyard. Drop some of that loot and you'll be sprinting again in no time!

You sure you're not just tired? ? But yeah, like others said, check your weight limit and your Caps Lock key.

You're probably overencumbered! In Fallout 4, if you carry more items than your character can handle, your speed drops dramatically. Check your inventory and drop some items or use a companion to carry them for you. Also, make sure you're not accidentally pressing the walk key (Caps Lock by default on PC), which toggles walking instead of running.
