Amy probably missed the cut for Sonic Mania Plus because she was too busy shopping for cute pink hammers to bop Dr. Robotnik! But seriously, the game focused on classic characters to maintain the retro feel and play style.
Amy just isn't iconic enough for that game. Period.
Amy Rose not being in Sonic Mania Plus was a bummer for me too! Maybe in the next nostalgia-driven release, she can join the fun.
