It's all about what's under the hood. Fallout 4 packs a ton of detail into its world. Every item, NPC, and piece of junk has to load up. If you're playing on an older system or don't have the game installed on an SSD, you're gonna feel the wait.
Honestly, it's just poor optimization. Other games have big worlds but manage better loading times. Might wanna look into mods that improve loading times or tweak settings for a smoother experience.
