Ghouls pack a punch in Fallout Shelter because they've soaked up a ton of radiation, which in the Fallout universe, can sometimes make creatures stronger or give them special abilities. Think of them as the spinach to Popeye, but instead of spinach, it's radioactive fallout.

It's all about game balance, my friend. If ghouls were easy to squash, there'd be no challenge in sending your dwellers out to explore or defend the vault. Stronger ghouls keep you on your toes!

From my experience, the strength of ghouls in Fallout Shelter seems to ramp up the excitement and difficulty, making resource and dweller management more crucial. Plus, it's super satisfying when you finally beat them.
