I had the same problem! Turns out my Xbox Live Gold membership had expired. Renewed it and BAM, clips uploaded instantly!
Hot take: It's probably just Xbox Live being glitchy. Give it time; it'll sort itself out.
Sometimes it's just a WiFi gremlin causing the issue. Try rebooting your console and your router — it works wonders!
Ensure your privacy settings aren't blocking uploads. Go to settings > account > privacy & online safety to check.
