Your PS4 games might be locked on the PS5 because you aren't signed into the account that owns the games. Always make sure you're logged into your primary account!

If the games are from PS Plus and your subscription expired, they'll be locked. Renew your subscription to gain access again.

Sometimes, the PS4 games are locked on the PS5 because you need to restore licenses. Go to Settings -> Users and Accounts -> Other -> Restore Licenses.
