Could be a bug, or you might be launching them from too far out. Try getting closer and see if that helps.
Make sure you haven't equipped depth charges instead of torpedoes. Happened to me once, and it was a facepalm moment!
If you’ve checked everything and they're still not working, maybe your captain is just having an off day! (Or, you know, contact support.)
Torpedoes not working? Have you tried turning them off and on again? Just kidding - but for real, check your controls and settings.
