Naruto and Sasuke are nerfed in Boruto to give the new generation of ninjas like Boruto and his friends a chance to shine. Otherwise, they'd just solve everything with a Rasengan or Chidori, and that'd be boring, right?

Let's be real: they had to nerf them. Otherwise, Boruto wouldn't have a show. It'd just be 'Naruto: The Sequel.'
As someone who's been following the series, it's clear that having Naruto and Sasuke as super OP characters would make things too easy. The writers want to show growth and new obstacles for everyone.
Plot armor for the new kids! If Naruto and Sasuke kept their overpowered abilities, there wouldn't be much room for Boruto to grow and face real challenges.
