Not all cards are tradable in Pokemon TCG Online because some are obtained through in-game rewards, promotional events, or as part of starter or theme decks which are meant to be starter resources for new players. These cards are typically marked as 'Not Tradable' to maintain the game's economy and prevent players from easily obtaining high-value cards without engaging in the trading or purchasing aspect of the game.

Only cards you get from packs purchased with real money or won in certain tournaments are tradable. It's to stop people from creating tons of accounts and farming free packs to trade to their main account. Keeps things fair.
