Sometimes it's just a matter of patience. NPCs can take a bit of time to spawn, even if you've met all the conditions. So, if your houses are up to snuff, just keep playing and give them some time. They'll show up eventually!

NPCs in Terraria have a few requirements before they decide to move in. First off, you need a suitable house for each NPC. This means walls, a door, a chair, a table, and proper lighting. Also, certain NPCs require specific conditions to be met. For example, the Arms Dealer requires you to have bullets or a gun in your inventory. Make sure you're checking off all these boxes!

I remember when I was waiting for the merchant to show up, I realized I hadn't actually gathered enough money. You need 50 silver coins for him to appear. Double-check your coin stash!

Make sure you're not missing any hidden requirements. Like, for the Dryad to show up, you have to defeat a boss first. Always something extra with this game.
